LOCAL DEVELOPMENT SERVICES
STURGIS IMPROVEMENT ASSOCIATION
The Sturgis Improvement Association (SIA) was organized by Community
leaders to encourage growth of industry in Sturgis. Its purpose
is grounded in acquiring land for industrial sites in order
to provide ready-made property for an industrial prospect. It
also assists with financing for companies who do not have the
where-with-all to finance their entire project. The SIA's roots
begin in the 1850's by informal association. In 1907 it was
incorporated into a nonprofit corporation. It has a long history
of successes.
In 1974, the State of Michigan enacted enabling legislation
permitting community economic development corporations. The
Sturgis City Commission and the SIA reacted to this immediately
and formed in 1974 the Economic Development Corporation of the
City of Sturgis (EDC) one of the first EDC's in the State.

ECONOMIC DEVELOPMENT CORPORATION
The Economic Development Corporation (EDC) of the City of Sturgis
was created under Public Act 338 of 1974. The State of Michigan
enacted legislation permitting community economic development
corporations. The Sturgis City Commission and the SIA reacted
to this immediately and formed in 1974 the Economic Development
Corporation of the City of Sturgis (EDC), one of the first EDC's
in the state.
Its purpose, according to the State Legislation, is to alleviate
and prevent conditions of unemployment and to strengthen and
revitalize the local economy.
The nine-member board, appointed by the City Commission, meets
on an as-needed basis throughout the year. This Board oversees
the Citys Community Development Block Grant Revolving
Loan Fund, a $1.5 million fund which makes loans at below prime
interest rate to new and expanding industries for building and
equipment purchases that lead to additional jobs.
In conjunction with the nonprofit Sturgis Improvement Association,
the EDC makes economic policy recommendations to the City Commission.

BROWNFIELD REDEVELOPMENT AUTHORITY
Under Public Act 381 of 1996, the City of Sturgis Brownfield
Redevelopment Authority was organized in 1997 with its purpose
to promote the revitalization of environmentally distressed
areas.
Michigan's brownfield law is designed to encourage and assist
developers who want to return property to productive use more
quickly and at a lower cost than before, while still protecting
human health and natural resources. Owners and operators of
contaminated sites are no longer required to pay for cleanup
actions unless they caused the contamination. Flexible cleanup
standards give developers the option of proposing a solution
to historical contamination based on future use.
To promote redevelopment of brownfield sites, Michigan allows
qualified businesses to claim a credit against single business
tax liability equal to 10% of the investment made on a brownfield
site. Total credit per eligible investment is $1 million.
The brownfield tax increment-financing feature has been expanded
to allow not only for cleanup of contamination, but also demolition
of structures, site preparation and infrastructure improvements.

DOWNTOWN DEVELOPMENT AUTHORITY
Created by Public Act 197 of 1975, as amended, the DDA was established
to promote the economic well-being of the downtown Sturgis area.
The Authority is a 13-member board appointed by the Sturgis
City Commission, which meets monthly (the last Wednesday of
each month) at 8:00 a.m. in the Conference Room of City Hall.
The Downtown Development Director is an employee of the City,
supervised by the DDA Board, with offices in the Masonic Building.

CORE COMMUNITY DESIGNATION
The City of Sturgis has qualified as one of 88 eligible communities
designated in Michigan Public Act No. 146 of 2000, the "obsolete
property rehabilitation act".
Under this act, the Michigan Core Community Fund was established
providing infrastructure assistance for economic development,
community development, and certified business parks. Sturgis
plans to use this resource to attract interstate projects, as
well as for promotion of private investment and job creation,
particularly in advanced manufacturing, information technology,
and life sciences.
